The HIC Exchange Department encourages collaboration and coordination among groups/organizations in Hiroshima Prefecture engaged in international cooperation/exchange activities; provides a wide range of information on international affairs through such media as web sites and journals; and maintains strong ties with former international students who return home upon completion of their academic works in Hiroshima. The Department also offers consultation services for international residents as well as for those citizens interested/engaged in international exchange activities.
Additionally, The Department provides international residents with Japanese language and culture classes and assists the citizens of Hiroshima Prefecture in effectively implementing international activities/events by introducing registered HIC volunteers.

Contributing to establishing/maintaining world peace; developing human resources
The HIC Exchange Department, drawing on concepts from the Hiroshima Prefecture Peace Contribution Plan, collaborates closely with NGOs and other organizations and implements human resources development programs, particularly in support of developing new international NGO leadership. HIC also hosts the Hiroshima Asia gJUKUh Seminar, providing citizens of Hiroshima Prefecture with opportunities to deepen their understanding and insight into neighboring Asian nations.

- International Understanding Seminars as well as a study tour; one part of human resources development projects for global peace

Supporting international students
The HIC Exchange Department provides international students studying at universities and colleges in Hiroshima Prefecture with a wide range of support services to help make their stay in Hiroshima productive academically, culturally, and socially.
The services include:
- HIC scholarship program
- Complimentary/discounted tickets to cultural facilities/institutions in Hiroshima Prefecture
- One-to-one friendship program, where international students are paired with locals citizens in support of new, friendly interactions
